Your Responsibilities as Importer of Record for Amazon UK FBA
When sourcing products from overseas for Fulfilment by Amazon on Amazon UK, you are legally responsible for customs clearance as the Importer of Record (IOR). Amazon will not act as the IOR for your inbound shipments, and Amazon UK fulfilment centres will refuse deliveries where import duties and VAT have not been settled before arrival.
To import compliantly, you must hold a UK VAT registration number and a UK EORI number before your goods reach the border. Your commercial invoice must state the correct commodity code (HS code), the declared customs value, the country of origin, and both your UK EORI and VAT numbers.
Shipments must be arranged on Delivered Duty Paid (DDP) terms so that all duties and import VAT are cleared before the goods reach an Amazon UK fulfilment centre. You can use VAT Services on Amazon, available directly in Seller Central, to manage your UK VAT registration and filing obligations in one place.
Once your goods clear UK customs, HMRC issues an Import Entry Number (IEN). Under the Fulfilment House Due Diligence Scheme (FHDDS), you are required to enter the IEN into your Seller Central shipping queue within 60 days of the shipment being received at an Amazon UK fulfilment centre. Failure to record the IEN within this window is a compliance breach. Keep accurate records of every IEN alongside the corresponding Seller Central shipment ID to support any future audit or compliance review.

FAQ
What is the Import Entry Number (IEN) and why do I need to submit it to Amazon UK?
The IEN is issued by HMRC once your goods clear UK customs. Under the Fulfilment House Due Diligence Scheme (FHDDS), you must enter the IEN into your Seller Central shipping queue within 60 days of your shipment being received at an Amazon UK fulfilment centre.
This is a legal compliance requirement, not optional. Keep a record of each IEN alongside the corresponding Seller Central shipment ID.
