How can I access EPR services on Amazon?
You can access EPR services using two ways:
1. Log into your ‘Seller Central Europe” account
2. Navigate to the left-hand-side drop-down menu and under Reports click on ‘Manage your EPR Compliance’.

Alternatively, if you are already logged in to your Seller Central Europe account, simply follow the EPR Services on Amazon sign-up link.
What steps do I need to take to register and report through EPR Services on Amazon?
Step 1: Sign up for EPR Services on Amazon in your EPR applicable countries and product categories through this page.

Step 2: Provide the contact details of the EPR compliance responsible in the form that you are directed to. Your assigned EPR Service Provider will get in contact over email and guide you through the application process.

Step 3: Work directly with your EPR Service Provider to collect and provide all the information and documents needed to prepare your registration application(s). This step takes place outside Seller Central.

Step 4: For Packaging, submit your application in Germany using the guidance from your EPR Service Provider. For all other product categories, your EPR Service Provider will submit application(s) in France, Germany, Spain and Austria on your behalf.

Step 5: Work directly with your EPR Service Provider to regularly prepare your EPR reports and submit them to relevant EPR authorities.

    What is EPR and how does EPR impact you?
    EPR is an environmental policy principle that makes the producer responsible for the entire life cycle of the products, starting with the product design until the end of life management (waste collection, sorting and recycling).

    In the EU, EPR is introduced via directives (notably the Waste Framework Directive), which need to be transposed into the national legislation by each EU member state. Therefore, the way EPR is implemented can differ from country to country.
    How to become compliant with EPR obligations?
    To be EPR compliant, all SPs who qualify as ‘Producers’[1], must – among other obligations – (1) register (i.e. get an EPR registration number) and, then, (2) keep the EPR registration number valid by filing declarations (regularly reporting data such as weight, dimension and units) and paying compliance fees to authorities. Typically, these steps are required in each EPR category or brand and type of equipment sold by a selling partner in a country. Where marketplace obligations exist, selling partners must also submit valid EPR registration number to Amazon. If selling partnerss are considered non-compliant, Amazon may need to suspend their non-compliant offers.

    If you sell products on Amazon.fr and don’t take the above steps, Amazon will automatically enrol you in the EPR Pay on Behalf service. EPR Pay on Behalf is an Amazon service that helps Amazon sellers to comply with extended producer responsibility requirements in certain countries and categories.     What is a producer in the context of Extended Producer Responsibility?
    Under EPR legislation, the producer is not always the manufacturer. Most commonly, the producer is defined as the party that sells a product subject to EPR in a country for the first time. For example, by manufacturing and selling products domestically or by importing finished products from abroad. As simple guidance, you are considered a producer in a country if you:
  • manufacture a product in the country and sell it domestically, or
  • import a product into the country where you are established, or
  • sell a product in a country where you are not physically established

    EPR Pay on Behalf

    We support you to meet your EPR requirements in France by paying and reporting eco-contribution fees on your behalf.

    Pay on Behalf is an Amazon service that helps Amazon sellers to comply with Extended Producer Responsibility requirements in France. The service involves Amazon paying eco-contributions on behalf of sellers for sales made on Amazon.fr and then recovering those amounts from their Amazon accounts. You will have been automatically enrolled for this service if you have not submitted a valid UIN/UINs for one or several Extended Producer Responsibility categories. This includes cases where, for any reason, you are unable to register with a PRO in an Extended Producer Responsibility product category in France and cannot provide us with the corresponding valid UIN. Note that the Pay on Behalf service does not include take-back. For more details on the requirements, go to Frequently asked questions – take-back requirements below.

    Did you know?

    If you have not provided your EPR registration number (UINs), Amazon will pay and report eco-contribution fees on your behalf. This solution is called EPR Pay on Behalf*.

    How does the service work?

    EPR Pay on Behalf simplifies the complex, costly and time-consuming compliance process. To prevent the deactivation of your non-compliant offerings with EPR regulations in France, Amazon will act on your behalf:

    Step 1

    Auto-enroll in the service: Auto-enroll you in categories where you have an EPR non-compliant sale, i.e. you have a sale in an EPR category but have not submitted a valid Unique Identification Number (UIN) to Amazon

    Step 2

    Prepare a report: Calculate the eco-contribution for your non-compliant sales on Amazon in each applicable EPR category

    Step 3

    Submit report and pay eco-contributions: Submit the report and pay the eco-contribution to a qualified Producer Responsibility Organization (PRO) selected by Amazon

    Step 4

    Charge your seller account: Charge the eco-contribution and a service fee to your seller account

    How does Pay on Behalf work?
    As part of the service, Amazon submits declaration reports for your sales on Amazon.fr in each relevant category and pays the applicable eco-contribution fees to qualified Producer Responsibility Organizations (PROs), and recovers these fees paid on your behalf. If applicable, Amazon charges service fees from your seller account (see details below).

    The reporting cycle may be quarterly, semi-annual or annual, depending on the EPR category and the qualified PRO(s) selected by Amazon. Learn more on our Pay on Behalf page or our Help page.

    Which services are included in the service fees?
    The service fee for Pay on Behalf includes:

    1. Preparation and submission of declaration reports for your sales in each category. These reports are submitted to qualified Producer Responsibility Organizations (i.e., PROs) selected by Amazon and contain the sales and product details that these PROs request (for e.g., quantities, device type and product attributes).
    2. Payment of the eco-contributions on your behalf, based on your EPR-applicable sales and the rate cards set by the qualified PRO(s) selected by Amazon.
    3. Customer support available in 6 languages: Chinese, English, French, German, Italian, Spanish.
    What eco-contribution amount can I expect to pay when using the Pay on Behalf service?
    Based on the sales volume in a category, we estimate that the majority of sellers in France will have an eco-contribution amount of around the amount shown in the example below.
    Note: these amounts are only indicative estimated values and are only for informational purposes. Your actual eco-contribution amount may vary from this based on your actual sales and other circumstances.
    Example 1: Packaging category
    The majority of sellers who have a sales volume of 800 units that needed packaging per year are likely to pay an eco-contribution of around € 56.50 per year in the packaging category.
    Example 2: EEE Category
    The majority of sellers who have a sales volume of 2,000 units per year for electrical and electronic equipment (EEE), are likely to pay an eco-contribution of around € 214.50 per year in the EEE category.
    How does Amazon calculate what eco-contributions I owe?
    Amazon calculates your eco-contributions in a category by:
    1. Classifying your products: Your products are classified into the EPR categories and sub-categories required by the PROs we have contracted with. Classifying products into the right categories is done by referencing listing information made available by sellers, including item weight and dimensions. See “Which PROs has Amazon contracted with in each category and what is the reporting cycle?” above for the list of PROs.

    2. Calculating eco-contributions based on sales volume or weight: For a given category, eco-contribution calculations are based on either sales volume or weight:
    a. For categories that consider sales volume, the eco-contribution is calculated as the product of total sales volume and the relevant eco-contribution rate, set by the PRO, in a given category or sub-category.
    b. For categories that consider weight, the eco-contribution is calculated as the product of the aggregate weight represented by all sales and the relevant eco-contribution rate, set by the PRO, in a given category or sub-category. Note that the aggregate weight used for your products is based on the information provided in listings.

    Note 1: there is no minimum eco-contribution payable under the Pay on Behalf program. If you have not sold any units in a given category, you will not be charged an eco-contribution.

    Note 2: Amazon does not currently apply eco-modulation to declarations on your behalf. Accordingly, you may pay higher eco-contributions by allowing Amazon to declare and pay on your behalf, by default, than if you provide Amazon with valid UINs and meet your own EPR obligations.

    Specifically for packaging: Amazon calculates your eco-contributions based on your aggregate sales volume:
    a. If you sell fewer than 500,000 units in a year, and you do not use our Fulfilment by Amazon (FBA) service, we apply the “Simplified Compliance Model” provided by PROs to simplify eco-contribution calculations for smaller sellers. Under this model, the eco-contribution is calculated as the product of the total sales volume and the relevant eco-contribution rate, set by the PRO, in a given sub-category of packaging.
    b. If you sell more than 500,000 units in the year, or you use our FBA service, we cannot apply the “Simplified Compliance Model”. Therefore, the eco-contribution is calculated as the product of the aggregate weight represented by all sales and the relevant eco-contribution rate, set by the PRO, in a given sub-category of packaging.
